There is no sleep function in plpgsql under postgres 8.1, but you can create your own usleep function by using the one provided by glibc:
In your plpgsql program, you can then call:
openmapdb=# CREATE OR REPLACE FUNCTION usleep(int) RETURNS int AS
openmapdb-# '/lib/libc.so.6', 'usleep' LANGUAGE 'C' STRICT;
In your plpgsql program, you can then call:
PERFORM usleep(100000);
